About the event

On 22-23rd of November 2012 the V International Conference «Manpower Policy» took place within the «UNITED RUSSIA» Party Project «Saint-Petersburg – the Sea Capital of Russia». The Conference was participated by the Federation Council of the Federal Assembly of the Russian Federation, the State Duma, profile ministries and agencies, more than 30 regional authorities, foreign state’s diplomatic representations, more that 60 companies operating in sphere of transport, manpower training and personnel management, and non-profit organizations. The Business part of the Conference included 2 plenary meetings, 4 working sessions and 4 training seminars. The vital topics for discussion were adoption of a new Law “On Education”, practical issues of personal engagement and personal management in companies, operating in transportation sector, construction and maintenance of transport infrastructure objects, transport equipment manufacture and repair. The participants drew special attention to shortage of qualified personnel of working sector and elaboration effective measures for revival of such professions’ prestige as well as creating motivating tools for transport and other sectors’ employees’ social security. The conference was opened by VadimTulpanov, Chairman of the Federation Council Committee on Rules and Organization of Parliament Activity, Director of the «UNITED RUSSIA» Party Project «Saint-Petersburg — the Sea Capital of Russia». He expresses the initiative to launch a new legal regulation that will make work on ships sailing under Russian flag counted for Russian Federation Armed Forces state service. This will boost student engagement to marine universities, as he considers, and therefore impulse graduates to work for ship owners sailing under Russian flag. Alexander Degtyaryov, Chairman of the State Duma Committee on Education, Head of the «Manpower Policy» Direction of the «UNITED RUSSIA» Party Project «Saint-Petersburg - the Sea Capital of Russia» made a point about shortage of qualifies personnel in transport complex. Degtyaryov emphasized the necessity of focusing on workforce retraining for this problem solving as well as raising manual professions prestige and changing modern young people’s perception towards secondary professional education. Making a comment upon the list of Universities, declared as ineffective by Ministry of Education and Science of the Russian Federation, Sergey Aristov, Deputy Minister of the Russian Federation for Transport, expressed an opinion, that rashness concerning transport institutions that have their own specificity of education is unacceptable. The situation with Taiga Institute of Railway Transport – a branch of Federal State Budgetary Educational Institution of Higher Professional Education “Omsk State Transport University” served as one of the examples. Within the framework of the business programme the special attention was drown to air force training system for Russian modern air service, because there’s a unprecedented growth of air transfers in last few years that aggravated the shortage of qualified personnel problem not only for airlines but also for aeronautic engineering companies. Nowadays air force training in civil aviation is conducted within programs of higher and secondary professional education in 16 educational institutions of civil aviation and in 6 educational institutions within air specialties. There are 109 certified aviation educational centres (AEC) in Russian civil aviation that have the option of additional professional education of air force upon higher and secondary professional education base and approved by 85 foreign aviation centres. To further pilots’ training quality improvement there are certain measures, adopted by Federal Agency for Air Transport, in particular by Rosaviation in cooperation with educational institutions and a number of airlines that purpose is to go into the issue of airlines and educational institutions cluster integration. Leonid Ivanov, Head of the HR Directorate of ОАО Objedenennaya sudostrautelnaya corporaziya (“United Shipbuilding Corporation”) spoke about manpower supply in ship manufacture sector in his report. He highlighted that the main purpose of ship manufacturing manpower potential development is mostly in personnel engagement and staying within the sector rather than their training and retraining. There is a certain necessity to launch workforce engagement mechanism, such as government subsidy assistance of home mortgage loans and financing rented housing building. At present OAO OSC finishes the development of a pilot version of corporate housing programme and launches it in Severodvinsk, Saint-Petersburg and Far East region. In order to secure manpower supply for production activity by 2020 OAO OSC plans to form available housing for workplace staying procedures for 10 thousand USC employers and 12 thousand of newcomers in 3 steps. In his speech, Alexander Strelnikov, Deputy Director for HR and Administration of the North-West Basin Branch of the FSUE «Rosmorport», expressed initiative to shrink higher education programmes period to 3-4 years for those workers that have secondary professional education and work on their specialties while getting higher professional education. During the working session, dedicated to manpower management on railway transport the issue of “Вelkomur” project realization impact on workforce market in transport sector was discussed. Thus, 51 thousand workplaces are supposed to be created with project launching, 18 thousand of which are in Perm, 13 thousand in Komi Republic and 7,2 thousand in Murmansk. Vladimir Bystrov, Head of the Medical and Preventive Service Department of the Public Health Service of OOO RZhD (“Russian Railways”), also told about organization and development of health security in production. Thus, in OOO RZhD (“Russian Railways”) healthcare system there are 235 hospitals, 68 thousand employers, 13 thousand of which are doctors and 800 specialists have academic degree. On the base of nongovernmental healthcare institutions (NHI) of OOO RZhD (“Russian Railways”) there are 245 sub departments of medical Higher Education Universities functioning and Science Clinical Centre recently opened. During last 7 years the index of disease with temporary workability loss per 100 employees decreased on more than 10 %. In his report, Nikolay Burnosov, chairman of Manpower management and organization development of Federal road agency, mentioned the shortage of qualified managers and new professions specialists in ecological sector as well as in environmental defense and intellectual navigation system, specialists in GLONASS system management recently widely implemented in sector. Nikolay Burnosov noticed that it is vital to boost agency system cooperation, road economy organizations and professional education institutions by employer’s participation in innovative development of professional road education from monitoring manpower resources needs and identifying an order for specialists’ training to support in educational institutions’ technical database development Other participants in “Manpower policy” conference discussions are V.
