About the event

On November 10, 2016 St. Petersburg hosted the IX International Conference "Manpower Policy". Representatives of key Federal ministries and agencies, educational institutions and businesses discussed the most acute issues of reforms in transport education and development of personnel potential of the industry.
The conference was attended by State Secretary, Deputy Minister of Transport of the Russian Federation Sergey Aristov, responsible for sectoral transport education. In his speech at the plenary session he raised the issue of creation of the Russian Transport University. The Agency plans to open the institution by the end of 2016 on the basis of the Moscow State University of Railway Engineering (MIIT). According to Aristov the decision to establish a flagship university is intended not to destroy the existing system of transport education, but in reverse, to give it a new impetus in the development:"There is a list of professions that are at the intersection of modes of transport. We need the opportunity of training the specialists for several industries in the same educational institution. This is a common practice that has long been used in the leading universities of the world. In this regard, the creation of the Head Transport University seems to be relevant. In accordance with the Presidential decree, the Ministry of Transport of the Russian Federation is responsible for the establishment of the University. Russian University of Transport will address the complex problems in the field of education, deal with issues such as the formation of scientific and educational centers on sectoral problems, PPP, transport security, border management, transport construction, identifying the benefits of the country on the world market of transport services, the creation of research and education centers of national and global level on the basis of the University. We need a flagship; we need the university, which drags along all the sectoral transport education. By forming this new policy, we are not trying to break the existing system of education; we are preparing a new system of training,"- Aristov said.
Within the business program there were the working sessions, dedicated to issues of Staffing Support for all areas of the transport complex. They were made by experts in the aviation, railway, water and automotive sector, including the Deputy Head of the Federal Service for Transport Supervision Boris Chertok, Deputy Head of the Federal Agency for Railway Transport Igor Mitsuk, Deputy Head of the Federal Agency for Air Transport Oleg Strochevoi, Head of the State Labour Inspectorate in St. Petersburg Aleksandr Krotov, representatives of the Ministry of Labour and Social Protection of the Russian Federation, the leading industry universities and secondary schools, as well as transport companies of Russia. Special attention was paid to the issues of application of professional standards in the transport sector and the subject of training for intelligent transport systems.
The Forum was held within the Project "St. Petersburg - the Sea Capital of Russia" of the Party "United Russia" under the support of the Council of the Federation of the Federal Assembly of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation, the Ministry of Transport of the Russian Federation, other relevant federal and regional ministries and departments. It was attended by about 300 people. Welcome words addressed to participants was sent by the Minister of transport of the Russian Federation Maxim Sokolov and Governor of St. Petersburg Georgy Poltavchenko, noting the importance of the conference for the development of industry education in the field of transport.
