Taxi industry: on the path of a large integrated development.

4 –On August 4-5, 2016 Moscow hosted the IV International Eurasian Forum "TAXI”, which was attended by about 600 representatives: federal and regional authorities, taxi market participants, relevant non-profit organizations and professional associations of Russia, CIS and far abroad.
Forum is the successor of the All-Russian Congress of taxi drivers, and today it is recognized as the largest specialized Event in Russia dedicated to the taxi.
The organizer of the congress event was the Autonomous Nonprofit Organization "International Eurasian forum" Taxi "(ANO " MEFT "). The Forum is held with the support and participation of the State Duma of the Federal Assembly of the Russian Federation, Department of Transport and Road Infrastructure of Moscow, relevant federal and regional ministries and agencies, International Road Transport Union (IRU).
The mass media representatives expressed their interest to the subject of the Forum. The media coverage of the IV International Eurasian Forum "TAXI" is held by the journalists of federal and regional TV channels and news agencies, responding promptly to exclusive statements and comments of the participants.
A rich two-day program of the Forum, that allows reflecting the current state of development of the taxi industry in Russia, was devoted to the challenges of improving the quality and safety of taxis. The organizers plan to take into account the interests of all participants in the taxi market, providing Forum guests with the possibility to make a presentation, to participate in the discussion of problematic issues, to debate and to initiate promising proposals.
Plenary Session "State regulation of the taxi market" opened up discussion of practical tasks to ensure the safety and quality of taxi services. The Department of Transport and Development of road transport infrastructure of Moscow is ready to provide full support to the International Eurasian Forum "TAXI". This was announced by Deputy Mayor of Moscow for Transport Maxim Liksutov. He stressed the high importance of the annual Event for the development of the taxi industry.
The position of the FAS on the taxi market regulation in the Russian Federation was introduced by Alexey Gorlinsky, Deputy Head of the Transport Regulation Department of FAS. In particular, he stressed that the FAS favours the introduction of such requirements in relation to aggregators as mandatory registration on the territory of the Russian Federation, and their official websites - in the Russian domain zone.
Roman Samsonov, Head of Division on the control of passengers and cargo transportation of General Administration for Traffic Safety of Ministry of Internal Affairs of the Russian Federation told about measures to prevent violations in the field passenger and baggage transportations by taxi. According to statistics, today the fight against illegal carriers still remains vital. In the view of Internet Ombudsman Dmitry Marinichev for the introduction of new laws the dialogue is necessary, otherwise the conflict of interests is inevitable. It is necessary to create an expert group, which will develop a common strategy that affects the interests of all players in the taxi industry.
Oleg Kambersky, IRU Head of the Department of Passenger Transport, introduced a new global network of taxi service Up Top, developed by the IRU, which has become the largest and fastest growing provider of on-demand services "from door to door" in the world.
Apart from the traditional round-table discussions and working sessions, the participants of the IV International Eurasian Forum "TAXI" had a unique format of Foresight session: "Looking to the future: what will be a taxi in 2025?". Participants of the section have analyzed in a discussion mode the main trends of development of the taxi in the near future, offered their predictions and determined what measures should be taken by public authorities and market participants in order to develop the Russian taxi industry under the most positive scenario.
A separate area in the Forum’s work was devoted to electric vehicles - a new generation of cars. The discussion under this topic revolved around the following issues: prospects for the introduction of electric vehicles to Russian taxi market, the development of legislation for electric vehicles, as well as Moscow's plans of the use of electric vehicles for the needs of urban transport. The participants of the Forum and representatives from the press had a unique opportunity to visit a specialized exhibition of electric vehicles and electric charging stations, which was performed in the exposure area. Its main exhibits were Smart electric vehicles, Mitsubishi i-MiEV, Twizy, Nissan LEAF, Lada Ellada. Specialized taxi cars, the latest samples of taxi autoplatforms, automotive electronics, specialized equipment, software for the taxi industry and products for the financial sector were also presented on the Exhibition.
On August 5 the participants discussed the problems of infrastructure development. The main directions of complex development of the taxi market were specified by Dmitry Pronin, Deputy Head of the Department of transport and road transport infrastructure Development of Moscow. "Since 2010, Moscow's taxi market is changing rapidly, showing a large-scale integrated development project", - said Pronin. He added that it is necessary to move forward, ensuring the implementation of the new tasks. Also within the working sessions the delegates assessed the experience of the development of taxi industry and new technologies for vehicle fleets of the Regions of the Russian Federation.
Official Partner of the Forum LLC "RN-Kart" – the operator of cashless payments of NK “Rosneft” – presented within the Forum the innovative solution of effective fuel costs management. The hotel "Radisson Royal Hotel, Moscow" became the Partner of the Forum.
The public Resolution, which will include proposals and recommendations aimed at improving the quality and safety of the taxi, will be a result of a productive two-day work. The document will be sent to the public authorities of the Russian Federation in order to improve legislation and state regulation in the field of passenger taxi.
