The participants of the Forum “Ecology” in Moscow discussed the processing of waste, the environmental protection in the Arctic and the establishment of an institute for eco-policemen
One of the leading ecological forums of the country, the VIII International Forum "Ecology", organized by the ANO "Public Forum "Ecology", concluded in the capital. The business program 2017 was devoted to discussing the ways of solving the objectives set out by the President of the Russian Federation Vladimir Putin in the framework of the Year of Ecology in Russia and according to the results of the State Council under the President of the Russian Federation in December 2016 - drawing attention to environmental issues, preserving biological diversity and ensuring environmental safety. More than 600 representatives from 57 Russian regions and 7 foreign countries gathered to discuss the environmental agenda in Moscow.
The Forum was supervised by the First Deputy Chairman of the Ecology and Environmental Protection Committee of the State Duma of the Russian Federation, Chairman of the Public Council of the ANO "Public Forum "Ecology" Nikolai Valuev. The parliamentarians have actively participated in the work of the Forum. Chairman of the Committee on Ecology and Environmental Protection of the State Duma of the Russian Federation Olga Timofeeva, Chairman of the Committee on Natural Resources, Property and Land Relations of the State Duma of the Russian Federation Nikolai Nikolaev, Deputy Chairman of the Committee for Regional Policy and Problems of the North and Far East of the State Duma of the Russian Federation Vladimir Pushkarev and other deputies spoke in the business program. Opening the forum, Nikolai Valuev noted that for 8 years the forum annually sets benchmarks for improving legislation and state policy in the sphere of environmental protection and development of the waste management industry. The platform of the forum creates conditions for an open dialogue between the authorities, society and business. Olga Timofeeva, Chairman of the Committee on Ecology and Environmental Protection, stressed that the State Duma of the VII convocation plans to conduct active work on the development of legislation and regulatory in the environmental field. First of all, this activity should be carried out with the support of the expert community, which makes the work of the Forum that brought together the leading representatives of business, science and public organizations, especially in demand.
One of the main topics in 2017 was the development of the waste recycling industry. The representatives of the federal and regional authorities, businesses and public organizations discussed the playing field in this segment at the section on waste processing. Deputy Head of the Federal Service for Supervision of Natural Resources Ramil Nizamov said that about 5 billion tons of waste is generated annually in Russia. And although the portion of domestic waste is small - less than 1% - the violations in the placement of this type of waste, the formation of unauthorized landfills arouses most of the questions among the population. The problem of processing is very serious: mostly, the waste is placed on landfills and dumps and only 4-5% goes for processing. The outdated legislative norms, as well as the lack of infrastructure in the industry and the insufficient number of companies involved in the processing of garbage hinder the development of this sphere. The unique domestic and foreign projects on recycling waste and recultivation of contaminated areas were presented within the framework of the Forum. The forum participants agreed that it is necessary to stimulate business companies and the population at the governmental level to send waste for processing and return to the economy, rather than to dispose or burn. For this, it was proposed to make a number of changes to the current legislation, to stimulate the population financially, to separate waste collection, and to support and involve small and medium businesses into the industry. To this end, a memorandum on cooperation and interaction between ANO "Public Forum "Ecology" and the All-Russian Public Organization of Small and Medium-Sized Enterprises "Opora Russia" was signed at the Forum.
In line with the current governmental environmental policy major banks and institutions for development announced that they are ready to participate in the financing of environmental projects and develop economic incentives for the waste recycling industry. The forum participants noted that the State course towards green development of the economy is a response to the expectations of the residents of the country. In Russia, the trend for responsible consumption and demanding attitude of the population towards the quality of the environment is growing. In order to solve environmental problems effectively, it is necessary to increase the transparency and openness of information related to the economic activities of enterprises and the environmental conditions in regions, introduce a mechanism for public control, developing ecological volunteering.
At the working and panel sessions of the Forum the participants discussed the development of the water utilities system in Russia, the introduction of the best available technologies, the formation of an environmentally friendly urban environment and other topics. Representatives of the largest oil companies of Russia raised the issue of environmental security in the oil and gas industry in the context of preserving the fragile ecosystem of the Arctic. Also, the forum participants paid special attention to the critical situation in the field of wildlife protection and the catastrophic growth of poaching cases. As a way to solve the problem, Nikolai Valuev suggested to create a federal institute of inspectors for the protection of animals – so-called eco-policemen, and also involve public inspectors in this work.
The Final Public Resolution, which will include concrete proposals for improving environmental state policy and legislation, will be the result of the Forum. The resolution will be forwarded to the Federal Assembly of the Russian Federation and the relevant federal authorities.The main directions and structure of the resolution were approved at the first meeting of the Public Council of the ANO "Public Forum "Ecology", chaired by Nikolai Valuev, which concluded the Forum.
In the framework of the Exhibition the leading Russian and foreign companies demonstrated innovative projects and equipment in the field of water resources protection and safe development of natural resources, technical means for the monitoring of environmental pollution, as well as services in the field of prevention and elimination of consequences of environmental pollution. NPP "Biotechprogress", 345 Mechanical Plant, Eco-Potential, «Company New Technologies Plus», NPO Akvainzh, Group of companies «TehPolimer», VOMM Impianti e Processi (Italy) and other industry leaders presented their elaborations.
