About the event

The V International Conference «Transport and Transit Potential» has been held on 27-29th of July 2012 in Saint-Petersburg in the framework of the «UNITED RUSSIA» Party Project «Saint-Petersburg – the Sea Capital of Russia» The Conference was supported and participated by the Transport Ministry of the Russian Federation and subordinate agencies and services, the Ministry for Economic Development of the Russian Federation, the Ministry of Regional Development of the Russian Federation, the Ministry for Industry and Trade of the Russian Federation, the Federal Agency for State Border Infrastructure Development, the Federal Customs Service, the Federal Tariff Service, administrations of more than 40 regions of the Russian Federation, diplomatic agencies of foreign states. The event has been attended by more than 60 representatives of executive and legislative power branches, as well as by 130 companies, including infrastructure objects’ owners, freight owners, enterprises of the sphere of transport machinery, companies of transport, logistic, financial, investment and insurance activity, by non-profit partnerships and scientific societies. The business part of the Conference has consisted of two plenary sessions, four working sessions and four round tables. The main issues to be discussed at the Conference have become the development of transport infrastructure of international corridors and national routes, promotion of transport accessibility of the regions of Russia, including the Arctic region, modernization of the regional air communication system, implementation of innovations into the transport complex, including GLONASS-based devices. The special attention has been paid to creation of the Single Economic Space of Russia, Belarus and Kazakhstan. Regarding this, starting from the 1st of January 2013 the consumers of rail transport services will have a unified tariff of any member-state of the SES on the terms of a national consumer. Starting from the 1st of January 2015 the carriers will have equal access to the rail infrastructure services throughout the whole territory of the SES, regardless nationality of the agreement’s party. It has been stated that the elaboration of common standards and policy unification of Russia, Kazakhstan and Belarus can be executed with the participation of representatives of non-profit organizations – for example, business unions in the format of expert groups. At the Conference there also have been discussed the latest directions of cooperation between Russia and the EU, the main international projects of railroads development, problems of roadside infrastructure development and water transport prospects. The special attention has been paid to the topic of transport system development in the Arctic region, including the Northern Sea Route. Chmil, the Vice-Governor of the Leningrad Region – Chairman of the Committee for Economic Development and Investment Activity D. Yalov, the Vice-President of the «United Shipbuilding Corporation» OJSC S. Forafonov, the Deputy Captain of the Seaport «Big Port Saint-Petersburg» for Branch Management O. Glukhov, the General Manager of the «Northern Capital Gateway», Ltd. S. Emdin, the First Deputy Chairman of the Committee for Transport and Transit Policy of Saint-Petersburg A. Lvov, the Chairman of the Committee on Transport Infrastructure Development in Saint-Petersburg B. Murashov and others. Addressing to the participants and guests of the Conference, the Secretary of the Political Council of the St. Petersburg Regional Branch of the «UNITED RUSSIA» Party, the Head and the Chairman of the Regional Council of the «UNITED RUSSIA» Party Project «Saint-Petersburg – the Sea Capital of Russia» V. Tulpanov has stated, that from now on the final resolutions of the Conferences, which form participants’ proposals, will be send directly to the Party Chairman and the Head of the Government D.
