The III International conference “Transport and transit potential” gathered over 300 participants from 30 Russian regions and 10 foreign countries On September 9-10, 2010 within the “UNITED RUSSIA” Party Project “St. Petersburg – the sea capital of RUSSIA” the III International conference “Transport and transit potential” took place. On the 9th of September over 300 delegates to the III International conference “Transport and transit potential” assembled in «Corinthia Hotel St. Petersburg»: representatives of the Government of the RF, the State Duma of the RF, the Ministry of Transport of the RF, the Ministry for Regional Development of the RF, the Ministry for Economic Development of the RF, the Federal Antimonopoly Service, the Federal Tariff Service, the Federal Customs Service, representatives of the political departments of over 20 Russian regions, Embassies and Consulates General of Iran, Estonia, Poland, Latvia, Lithuania and other countries, heads of Russian and international companies working in transport sector, industry, logistics and investment spheres. At the first plenary session Bureau Member of the “UNITED RUSSIA” Party Supreme Council, First Deputy Head of the “UNITED RUSSIA” Fraction in the State Duma of the Russian Federation Artur Chilingarov, Chairman of the Legislative Assembly of Saint Petersburg Vadim Tyulpanov, Deputy Minister of Transport of Russia Viktor Olerskiy , Director of the Department of Industry and Infrastructure of the Government of the Russian Federation Maksim Sokolov, Deputy Director of Consolidated Department for analysis and regulation of foreign economic policy of the Ministry for Economic Development of the Russian Federation Andrey Tochin, Head of the Department for Transport Regulation of the Federal Tariff Service of the Russian Federation Viktor Kvitko reported on aspects of current state of transport and transit system in Russia. At the second session the issue on integration of Russia into the international transport and transit system was discussed. First Vice President of JSC “RZD” Vadim Morozov, Secretary General of the Coordinating Council on Trans-Siberian Transportation Gennady Bessonov, Ambassador of the Islamic Republic of Iran in Russia Mahmoud Reza Sajjadi, governor of the Perm Krai Oleg Chirkunov, chairman of the Arkhangelsk Regional Assembly of Deputies Vitaly Fortigin and other delegates presented their point of view on the prospects of development of main transport corridors, hubs and routes. Reports on the international projects of JSC “RZD”, issues of transit traffic through the Trans-Siberian Highway, future collaboration of Russia and Iran in transportation sphere, the “Belkomur” railway project, cooperation of Russia with foreign countries on the Northern Sea Route, modernization of infrastructure within the frames of the “North-South” International Transport Corridor, development of Petropavlovsk-Kamchatsky port were presented. Active discussions with participation of deputy head of the Federal Service for the Oversight of Transport Andrey Zhukov, Counselor of the Deputy Minister of Transport of the Russian Federation Stanislav Shvagerus, head of the Department of state policy in sphere of automobile and urban public transport of the Ministry of Transport of the Russian Federation Leonid Sokolov, chairman of the Coordinating Council, member of the Expert Council of the Commission on Transport of the State Duma of the Russian Federation Vyacheslav Lysakov, Executive Director of the non-commercial partnership "Council of railway rolling stock operators" Dmitry Korolyov and representatives of such organizations as Self-regulating Association of Automobile Carriers, Association of International Automobile Carriers, Federal State Unitary Enterprise “Atomflot”, LLC “National Container Company”, JSC “Sea Port St. Petersburg”, JSC “ANK “Bashneft”, JSC “Tatneft”, JSC “Transneft”, JSC “NIIAS”, LLC “Gazpromneft Marine Bunker”, JSC “Donugol”, OSAO “Ingosstrakh”, JSC “Tekhsnabexport”, JSC “OGK-3”, “K Line European Sea Highway Services» company and many others, took place at the four field-oriented working sessions on automobile, railway, sea and river transportation and freight transportation safety. According to the results of the III International conference “St. Petersburg – the sea capital of RUSSIA. Transport and transit potential” the Resolution Project will be worked out. It will comprise all the suggestions and initiatives of delegates on the development of the transport sector in Russia. The Resolution Project will be submitted to the respective federal ministries and departments for improvement of legislation in the transport sphere.
