THE II INTERNATIONAL FORUM “SAINT-PETERSBURG – THE SEA CAPITAL OF RUSSIA. TRANSPORT SAFETY” The 19th – 21st of April 2012, Saint-Petersburg www.global-port.ru The II International Forum “Transport Security” was held on 19-21st of April 2012 in the framework of the “UNITED RUSSIA” Party Project “Saint-Petersburg – the Sea Capital of Russia” under the aegis of the United National Front. The Forum was supported and participated by the Federation Council of the Federal Assembly of the RF, the State Duma of the RF, the Ministry of the RF for Transport, the Ministry of the RF for Inner Affairs, the Ministry of the RF for Civil Defense, Emergency Management and Natural Disasters Response, the Ministry of the RF for Education and Science, the Federal Security Service of the RF, the Antiterrorist Center of the CIS countries, the “Russian Railways” OJSC, and “Skolkovo” Foundation. The event was attended by more than 400 delegates from 25 regions and 10 foreign states, representing authority bodies, Russian and international organizations of transport industry, scientific and business community. Among actively involved in the negotiations there were the Minister of Transport of the Russian Federation – I. Levitin; the Head of the “St.Petersburg – the Sea Capital of Russia” Project, Member of the Federation Council of the Russian Federation - V. Tulpanov; the Head of the “Transport Security” Project’s Direction, Member of the Coordination Council of the All-Russia People’s Front, Deputy of the State Duma of the Federation Council of the Russian Federation - V. Lysakov. The Forum’s format included both business and exhibition programs. The main directions of sections’ activity and speeches subjects were: common standards elaborating to create secure transport environment within the Eurasian space; innovative technologies implementing in order to protect public or cargo transportations and infrastructure objects; training of specialists to provide operational stability of the transport industry. At the exhibition there were displayed innovative projects in the sphere of transportation process automation and transport security of population: information and intellectual systems, technical equipment of protection and access controlling devices, inspection equipment, and counter programs against terrorism and other threats. The speakers paid special attention to the complex approach in transport security providing, that will help to create an integral system rather then be limited in certain measures of this sphere. In this case it would be possible to the full extent to prevent illegal interference in transport activity and to impede emergencies’ occurrence even in regions with complicated social, economic or climate conditions. As was stated by the participants, one of the important aspects of interregional cooperation is to harmonize legislation in the sphere of transport security, first of all in the sphere of air and water transportations. Also it was suggested to focus on the unification of the new technologies utilization rates, like radiological or biometrical technologies, intellectual and navigation systems (including GLONASS-based), equipment for automatic monitoring of transportation process, psychological methods (like profiling). New equipment has to be thoroughly tested in pilot areas, and at the same time it is important to work out common regulations of use in Russia and the adjoining countries. Another significant component of Russian transport complex modernization is creation of a common state data system of transport security providing in frameworks of which a united passengers’ database will be elaborated. Such development will permit to reduce “human factor” influence, as well as state or private education and retraining systems, forming of employee culture of security rules compliance, and work and rest time standards maintenance.
