International Eurasian Forum “TAXI” 2017

V International Eurasian Forum «TAXI» started its work in Moscow. The anniversary event was opened by Dina Goryacheva, director of the ANO «International Eurasian Forum «TAXI» - organizer of the Forum.

She summed up the five-year activity of the Forum. «Today the International Eurasian Forum «TAXI» is the only federal-level platform that unites representatives of the relevant federal and regional authorities, participants in the taxi market and related industries. From consideration of industry-specific issues, the forum has grown into a full-fledged public platform, where raised a wide range of themes directly related to taxi, and besides this, of course, important for the sustainable development of urban transport systems and entrepreneurship in general», - noted D. Goryacheva.

According to her, from year to year the audience of the Forum and the geographical coverage of the participants are growing. In 2017 at the forum are represented 68 regions of Russia. In recent years, the forum participants were representatives of 22 foreign countries. This year, the list has been replenished  by Slovenia and Estonia.

Goryacheva stressed that the main result of the Forum's work is a resolution, that consolidating public proposals for improving the state policy in the sphere of taxis and called on all to actively participate in this process by sending constructive proposals to the Organizing Committee to the Resolution.

The plenary session devoted to the strategic directions of the development of the national taxi market in Russia was held under the chairmanship of the Forum's curator Alexander Starovoitov, the member of the State Duma of the Russian Federation on Transport and State Building Committee.

«Thanks to the Forum, we managed to create a constant communication between market participants, which is a good basis for passing laws», - he said.

Nikolay Asaul, the Deputy Minister of Transport of the Russian Federation, Dmitry Pronin, the Deputy Head of the Department of Transport and Development of Road and Transport Infrastructure in Moscow, representatives of the State Traffic Safety Inspectorate of the Russian Ministry of Internal Affairs of Russia, the Federal Tax Service, the Public Movement "For real deals!" made a speech at the plenary session.

At the same time, such a person is exempt from paying other taxes and fees, maintaining tax reports, submitting annual declarations, etc.
2. The patent is purchased for any period of time multiple of the month and paid. From that moment, the citizen gets the status of «self-employed», allowing him to obtain a permit for this type of activity, according to OKVED, as a taxi. The cost of the patent is proposed equal to 1,000 rubles a month (the fee paid to intermediary firms for permission, practice shows that such a fee is psychologically comfortable and without objections accepted by service providers)
3. The order service administers the patent fee as follows:
    A) sends data to the tax authority electronically through the firmware package for the carrier;
    B) transfers to the budget the cost of the patent
    C) receives in e-mail a confirmation of the acquisition of a patent for a self-employed in the form of a code or an electronic key;
    D) forms and sends to the authorized body in electronic form a set of documents for obtaining a permit for the operation of a taxi with confirmation of payment of a patent;
    E) in the online mode updates the database of carriers who have the relevant right to provide transportation services, upon completion of the validity period, in advance pays for the patent
    F) blocks the transfer of information about orders to carriers that have lost the corresponding right.
